Tool 1: A generic model for enabling CCSI-driven circular transitions at the local level
This practical model helps creating the right conditions for cultural and creative sectors to lead circular change. Developed collaboratively by all partners and with guidance by top international experts, the model reflects global best practices in circular economy promotion while incorporating insights and experiences from CCC demo cities.

This dense, collaboratively developed PR toolset provides clear and accessible communication tools. This ready-to-use kit will help local authorities, business support organisations, NGOs, and networks raise awareness and understanding of CCSI-driven circular transitions at the local level.
The PR toolset includes:
- The PR kit – A set of ready-to-use materials for PR activities, articles, and events, including text blocks, model presentations, and infographics.
- The explanatory movie – A short film that breaks down the CCSI-driven circular transition approach and shows how production and consumption come together.
- The success story videos – Six case study films showcasing real examples in the CCC demo cities, released progressively as the project advances.
- Guidance for a local PR campaign – how to structure your outreach, how define your messaging, and tailor it to different audiences.
- Guidance for network organizations and experts – Practical tips for engaging partners beyond your own organisatios by using the toolset.

How to support the development of circular creative businesses as a local institution?
Tool 4: Replication blueprints for circular business support
Each Creative Circular Cities pilot project supports a different target group—so we’ve created a set of complementary blueprints that reflect this diversity. We created these tools as detailed, yet adaptable frameworks: they are designed from the experiences of our six demo cities across the Baltic Sea Region, but they will help a broader range of organizations implement similar initiatives.

What could be innovative approaches to promote circular lifestyles with CCSI support?
Tool 5: Replication blueprints for promoting circular lifestyles
The pilot initiatives will test and validate various approaches to promoting circular lifestyles with CCSI support. Ranging across exhibitions and carnivals to circular spaces and co-creation labs, each pilot experience explores a different method and target group, offering a toolkit of proven, replicable ideas that can serve as a foundation for similar efforts in other cities.

Tool 6: Policy roadmap
The CCC Policy Roadmap is a concrete framework describing the potentials and opportunities of CCSI-driven circular transition at the local level, with a special focus on possibilities and needs from the government side. In other words: how can national and regional governments actively support this shift?
The roadmap will be elaborated by the CCC partnership in dialogue with relevant policy makers, based on:
- The experiences that are piloted in the CCC demo cities
- A survey on national responsibilities and support schemes
- A broad consultation process with policy makers (including dialogue sessions at the “Board of Experts” and Steering Committee of NDPC, roundtables with policy makers at different events.
